There are several opportunities for out-of-state tuition reduction programs for students who are seeking to attend college outside of Missouri. Below you will find several opportunities you should consider (this is by no means an exhaustive list of schools that offer such programs, but strictly a list of opportunities of which BHS has been made aware.)
University of Alabama Out-of-State Scholarships Seniors applying to this school can check out the awards in this category online at https://scholarships.ua.edu/freshman/out-of-state/. Please note the priority deadline for scholarships is 12/15.
University of Arizona Nonresident Scholarships The University of Arizona offers scholarships for out-of-state students based on GPA and ACT/SAT score. For more information on requirements and award amounts, visit https://financialaid.arizona.edu/types-of-aid/scholarships/freshman-transfer.
Arkansas State University-Jonesboro Undergraduate Out-of-State Scholarship Undergraduate students who meet the following criteria are eligible to receive a scholarship equal to the out-of-state portion of tuition costs: (1) high school GPA of 3.000 or higher and ACT composite score of 24 or higher or comparable SAT score, (2) attendance beginning on or after August 20, 2007, (3) attend ASU-J as a full-time student, and (4) a resident of any one of the 49 states in the United States other than Arkansas or resident of any U.S. territories: http://www.astate.edu/dotAsset/4707f8f6-5ae4-45f6-8b6d-ca53f630d0b9.pdf. Arkansas Tech University Out-of-State Tuition Program
Undergraduate students who are legal residents of states which are contiguous to Arkansas (including Missouri) shall receive a waiver of out-of-state tuition charges: https://www.atu.edu/stuaccts/tuitionfees.php.
University of Arkansas Non-Resident Scholarships Seniors who are applying to U Arkansas-Fayetteville can qualify for automatic partial tuition waivers again this year. A minimum 3.6 GPA and 28 ACT will get you 90% of the difference between in-state and out-of-state tuition waived. A minimum 3.4 and 26 ACT will get you 80% of the difference waived. Baker University Out-of-State Grant Incoming students who are not residents of Kansas may be eligible for this need-based award. The FAFSA application must be completed annually. Cedar Crest College State Tuition Access Rate (STAR) Program This program provides students with a private, liberal arts education for the same price as our state’s flagship public institution (University of Missouri-Columbia). Applicants with an unweighted GPA of 3.0 or higher and a combined SAT score (math and verbal) of 1050 (or ACT composite score of 20) or higher, are eligible for the STAR program: https://www.cedarcrest.edu/star/.
Colby College Colby Commitment and Fair Shot Fund Through the Colby Commitment, they pledge to meet 100 percent of each admitted student’s demonstrated financial need without loans. For the Class of 2022, more than 95 percent of families with an income of $200,000 or less qualified for financial aid. If your family has a total income of $60,000 or less and has assets typical of this income range, they've ensured they will have a parent or guardian contribution of $0. For families earning up to $150,000 with assets typical of that range, the Fair Shot Fund now ensures your parent or guardian contribution will be capped at $15,000 — which may make Colby an affordable option for your family. Eastern Kentucky University The SMART (Selective Merit Aid/Reduced Tuition) program offers undergraduate students in certain markets an amazing opportunity: $10,000 Annual Tuition. The SMART Program will save a student nearly $8,000 off annual out-of-state tuition costs. Students from SMART designated states (which Missouri is one of them) who have a high school GPA of 2.5 and an ACT composite of 18 or SAT total of 940 or higher will be charged tuition of $5,000 per semester or $10,000 per year. Florida State University The First Year Abroad (FYA) program at Florida State allows students to complete the first twelve months of their Florida State careers while studying abroad with International Programs. Students choose to spend their first year at any of our four year-round study centers: London, England; Florence, Italy; Panama City, Republic of Panama; Valencia, Spain. Upon completion of a minimum of 36 FSU credit hours at their European or Panama IP study center with an FSU GPA of 3.0 or better, FYA students who are in good judicial standing may qualify for out of state tuition waivers allowing students to pay in-state tuition rates for the remainder of their first undergraduate degree at Florida State in Tallahassee. Illinois State University Students from neighboring states (Iowa, Indiana, Wisconsin, Michigan, Missouri, Kentucky) are eligible for a rate of tuition equal to students who live in Illinois.

University of Iowa Nonresident undergraduate first-year students who submit a complete application by March 1st, are automatically considered for the National Scholars Award. Kansas State University K-State offers a variety of scholarship programs for non-residents, based upon academic merit, alumni relations, intended college curricula, etc. For more information, visit the scholarship website: http://www.k-state.edu/admissions/finaid/scholarships.html. Beginning in fall 2021, new incoming freshmen and transfer Missouri residents may be eligible for in-state tuition at Kansas State University. The in-state rate is the result of the new Missouri Tuition Match Program. The initial eligibility criteria for the Missouri Tuition Match Program requires that incoming Missouri students have at least a 3.25 overall GPA from their high school and a 22 or higher composite score on the ACT or 1100 SAT score. Incoming transfer students must have a 3.25 overall GPA from their current university.

University of Louisville Out-of-state students who meet the minimum criteria will automatically receive renewable awards ($5,000-$15,000) following admission to UofL. Midwest Student Exchange Program This is a tuition reduction program that makes attending out-of-state colleges more affordable for non-resident students. By enrolling in a MSEP program at a participating institution, you will receive a reduced tuition rate. Over 140 colleges in Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota and Wisconsin participate. Actual savings will vary from school to school. Participating students will typically realize savings between $500 and $3,000 annually. Search for participating schools and programs and learn more at http://msep.mhec.org

University of Mississippi Ole Miss offers a great amount of scholarships for incoming students, and some of them help pay for the out-of-state tuition: http://finaid.olemiss.edu/scholarships/. For instance, if you look at the "Academic Excellence" scholarship chart for nonresidents, you will see that at a 3.0 GPA and 25 on the ACT, they start offering money to assist with out-of-state tuition. The higher the ACT is, the more money a student receives. I would encourage you to look at the entire list of scholarships on that site to see what all they offer.

Northern Arizona University President's and President's Excellence Scholarships Two merit scholarships are available to help academically motivated out-of-state students achieve their educational goals at Northern Arizona University. Freshmen applicants who have been admitted to the university may qualify to receive a total of $28,000 to $36,000 in scholarships over four years. Additionally, incoming students will pay the same tuition rate for up to four years—no increases, guaranteed. The Ohio State University National Buckeye for Non-Residents This award ($12,000 per year) is offered on a competitive basis to qualified non-Ohio domestic freshmen admitted to the Columbus campus for autumn semester. Those considered, rank in the top 25 percent of their graduating classes and have ACT composite scores of 29 or higher. University of Oklahoma Non-Resident Scholarships OU offers a variety of scholarships for admitted incoming freshmen based on criteria such as academics, leadership, community involvement, intended major, extracurricular interests, etc. A common scholarship is the Non-Resident Merit Award, which starts at a 24 on the ACT and a 3.5 GPA and gives students a partial tuition waiver over four years. Southern Illinois University-Edwardsville and Southern Illinois University-Carbondale All newly entering freshmen students from Missouri will pay the same in-state tuition rate as students from Illinois.

Western Illinois University Cost Guarantee Program Seniors considering this school should know that they have pledged to charge in-state tuition rates for Missouri students. They also have a cost guarantee where student pay the same rate for four straight years including room and board.
Western Kentucky University Western Kentucky University offers a Tuition Incentive Program (TIP) to qualified undergraduate students who are residents of specific counties in Alabama, Arkansas, California, Florida, Georgia, Illinois, Indiana, Iowa, Mississippi, Missouri, North Carolina, Ohio, Tennessee, and Texas.
